"The goal remains that we have shovels in the ground in 2025, and I'm confident that will happen." — False: Definitively proven false. No groundbreaking occurred in 2025. By September, lakefront was abandoned; by December, even Arlington was being abandoned for Indiana.
"I feel that we've made a massive amount of momentum. Again, I've been here 20 months and we've made great progress." — Misleading: "Momentum" is unfalsifiable. Within months, Warren would admit lakefront was dead and later threaten to leave for Indiana.
